A MESSAGE FROM THE CHAIR
Ever wonder who sets the policies guiding Monroe Charter Academy, and who determines the school’s annual budget? Like all public charter schools, MCA is governed by a Board of Directors operating under North Carolina’s basic charter school law. It’s composed of unpaid volunteers who are willing and able to dedicate some of their time, expertise, and resources to the school to help it achieve its mission.
The board meets monthly to fulfill its obligations. As a public school, MCA is subject to the state’s Open Meetings Law. That means that the meetings are announced in advance on the MCA website and are open to the public. One feature of MCA’s charter is a requirement that the board always have at least one member whose child attends the school (though we can have more, if more are interested in serving!).
Service on the board is challenging but rewarding, and I urge anyone interested in finding a way to serve his or her community to consider applying for a seat. We are always looking for smart, dedicated people who are willing to help us build on what we’ve started. The number of seats on the board is flexible and we are empowered by our charter to add members as we see fit. We’re especially interested at this time in adding members who can bring some expertise in the fields of finance or accounting, marketing, law, real estate and the building trades, and of course, education. One doesn’t have to have any prior knowledge or experience in the classical education model or how charter school boards operate as long as one is willing to learn.

JIM STEGALL
Chair
Jim Stegall is an adjunct instructor in political science at Wingate University and South Piedmont Community College. After retiring from the army Jim taught in the Union County public schools for nine years and served as president of Professional Educators of North Carolina for four. Jim has been active in charter schools for years, having served on the board of Union Academy Charter School and as lobbyist for the North Carolina Charter Schools Association.
WILLIE OWENS
Board Member
I received my Bachelors in Criminal Justice from The University of North Carolina at Charlotte in 1995 and my Masters in School Administration as well in 2007. I joined Anson County Schools in 2007 and served as an Assistant Principal for two years before being recruited by the Superintendent to prepare and implement a redesigned program for struggling 9th graders at Anson High School (2010). After two years of credible work with the 9th grade redesigned program, I was appointed to the position of Principal at Wadesboro Elementary (2011) where I remained until retirement, June 2016. While serving as Principal, I had the pleasure of attending and graduating from the North Carolina Distinguished Leadership Program.
MARCIA JETER
Member
Graduated from the University of Maryland with a Bachelor’s Degree in Business Administration. I joined the United States Army where I served 22 years and retired as a First Sergeant. I later went on to teach JROTC at Harding University University High School. After teaching for 20 yrs I decided to go into retirement to take care of my grandkids. I have 3 kids and 5 grandkids.
